Victor was born on 07/03/1974 in town Dudinka, Krasnoyarsk Territory. First, he worked as a turner at the Pilot Production. Then he graduated from the Minusinsk Pedagogical School. After than, he worked as a director in an insurance company. Then at the Municipal Health Office, and, as train maker on the Norilsk Railway. Victor lives with an occupation passport of the Russian Federation, although like 30 million compatriots, he considers himself a citizen of the RSFSR within the USSR.
