Filatov, Oleg Vasilyevich was born on May 28, 1953 in the village Krasnovo, Iset Region, Tiumen Province. In 1976 he graduated from the Astrakhan Pedagogical Institute. He speaks English and German. His wife Temash, Anzhelika Petrovna is an industrial designer. He has two daughters — Anastasiya, born in 1983 and Yaroslavna born in 1986.
