Muhtar Baqytuly is a historian (B.A.) and local historian, a graduate of Al-Farabi Kazakh National University. He is the author of the books The Briton of Karsakbay, Medieval Palaces and Settlements of Ulytau, Collected Articles, and The History of the Zhylkeldi Clan.
